More Impact with Institutional Investors

Q1 2024

Related documents

With an ambition to increase (and improve) impact finance in Belgium, it is pertinent that larger financiers and insurance companies contribute to this. These organisations have included ESG, Sustainable and/or Impact in their finance and insurance products. There are potentials to do more with questions around clarity/definitions, also incentives or instructions by funders or shareholders, sometimes regulation which can come with limitations.

Thus, the incentive behind ‘More Impact with Institutional Investors’ working is group is for IFB to get a better understanding of the current practices, ambitions (or dreams), limitations (both internal and external), to jointly determine what we can do to help you provide more financial products with impact targets. As Belgium invests <0.5% of institutional assets for impact—well below countries like the Netherlands and the UK (4–20%), this group was formed to close that gap and align portfolios with long-term societal and environmental goals.

Key Focus Areas

  • Define impact investing across asset classes
  • Improve data quality (esp. for non-listed assets)
  • Encourage impact with listed assets
  • Tackle barriers: fiduciary duty, liquidity, return
  • Align with EU and global best practices
  • Promote regulatory change (e.g. Solvency II)
  • Foster innovation (impact funds, green bonds)

Action Plan

  • Define Impact Investing
Clarify criteria across asset classes and develop a Belgian framework
  • Case Studies & Data Quality
Share best practices on infrastructure, real estate, and smaller funds
  • Workshops & International Exchange
Organize sessions with Dutch/UK pension funds on fiduciary duty, biodiversity, and emerging markets
  • Policy & Market Innovation
Explore impact-focused bond standards, support green budgeting, advocate for regulatory adjustments
  • Long-Term Goals
Support the creation of a national impact fund and a legal category for impact companies
